Annual Pay Settlements 1977-2009.

THE NATIONAL JOINT COUNCIL FOR LOCAL AUTHORITY FIRE & RESCUE SERVICES (NJC)
This  is the body responsible for the supervision, from a national point of view, of all questions affecting the conditions of service of employees (other than those in Brigade Management roles) of Fire and Rescue Services established under the Fire Services Acts 1947-59.

To this end the NJC’s principal role is to reach agreement on a national framework of pay and conditions for local application throughout the Fire and Rescue Service in the United Kingdom.

The NJC is committed to the local democratic control of fire and rescue services to the community.

ANNUAL PAY SETTLEMENTS IN PERCENTAGE IN THE UK FIRE SERVICE.

The Annual Pay increases are actually across the board pay rises for all ranks though in the first instance during the period 1977-1979 the Fire-fighter ranks is cited.

1977 – 0.0%.     Qualified Fire-fighter salary –                                                                                                                 £ 72.29pw.

1978 – 0.0%.     Qualified Fire-fighter salary – remained at-                                                                                          £  72.29pw.

1979 – 47.0%.   The New Pay Formula increased the Qualified Fire-fighter salary to –                                               £106.39pw.

(This Stage I Settlement of 47.0% increase established the new link of Leading Firefighter to Page 50 of the New Earnings Survey which was the upper quartile for semi-skilled workers in the new Pay Formula of which the Bugler was a co~author).

1980 – 18.8%.  Stages II and III of the pay settlement were as follows:

            13.0%.  Stage II of settlement paid in November 1980 increased the Qualified Firefighter salary to –         £120.25pw.

             5.8%.   Stage III of settlement paid in April 1981 increased the Qualified Firefighter salary to –                 £127.19pw.

1981 – 10.1%. 

1982 –   7.5%.

1983 –   7.8%.

1984 –   7.2%.

1985 –   7.2%.

1986 –   7.3%.

1987 –   7.3%..

1988 –   8.6%.                                         1999 – 2.0%

1989 –  8.6%.                                          2000 – 3.0%.                                

1990 –  9.5%.                                          2001 – 3.9%.                           

1991 –  5.6%.                                          2002 – 4.0%  Pay Formula Rescinded.                      

1992 –  4.9%.                                          2003 – 7.0%. New pay structure ~ the beginning of the end.                               

1993 –  1.4%.                                          2004 – 4.2%. 

1994 –  2.2%.                                          2005 – 3.4%.

1995 –  3.5%.                                          2006 – 2.7%.

1996 –  4.4%.                                          2007 – 2.4%. Committment to early discussion on Pay 2008.

1997 –  4.8%.                                          2008 – 2.45%.

1998-   5.6%.  ’92 Scheme closed.      2009 – 1.25%.

Total Pay Formula increase for 26 years 1977-2002; 192.2%  = 7.39% average increase per year.

These pay settlement figures are provided for use during underpaid pension recalculations.

Legal/statistical advice indicates that for the recalculation of underpaid pensions based on average Annual pay settlements the period 1977-April 1981 ought  to be treated as a special pay adjustment settlement period in the history of Fire Service pay and should be disregarded in the calculation of averages.

However, the counter argument is that this depends on the constructive attitude of the individual pension provider when the time for recompense comes.
