Currently the Bugler has not the all ranks pay scales(Ff to SDO) for 1991 and 1992 inclusive. If you can help with these pay scales the Bugler and its Reader will be obliged. The FBU, in the person of Mr. S. Starbucks ~ National Pensions Officer(who has after 17 years still little or no Pension Law knowledge) refused to assist the Bugler with this simple information even though the Editor has been an FBU Member for over 54 years and continues to be an out of trade member holding a 25 year badge but not a 40 year badge and continues not to receive the FBU publication the ‘Firefighter’ for which he has paid. Mr. Starbucks you are truly mean spirited and hardly the socialist you purport to be… Could it be that the FBU and Mr. Starbucks in particular, is unhappy with democratic constructive criticism from the Bugler, there is more to come about an organisation which is a truly spent force! Why are these pay scales so essential? Because in establishing the accuracy of a pension, particularly an enhanced ill-health (the Injury pension is calculated from this), a disabled FSV needs to ensure that the base figure for Average Pensionable Pay(APP) ~ the final ‘best three years’ ~ which will be calculated as a ‘notional’ (hypothetical) pension up to the compulsory age of retirement, are absolutely correct. It should be borne in mind when calculating these ‘best 3 years’ that a pay year includes the pay year which commences on the 7th November and terminates one year later on the 6th of November so a complete pay year will include two annual pay scales. The Bugler’s was not, and thus he has been underpaid for 23+ years, and continuing. Even on such a basic step as this it is reasonable to expect accuracy from Fire Authority pension ‘experts’.
