Disabled FSV~FMG received an unsolicited (multiple author) letter from the Manager of the Court of Appeal Registry Mr. M.Chowdhury, purporting to come with the direct authority and imprimatur of Master A. Meacher (A Recorder Judge(Part time) in the South East Family Division) inviting him to accept a ‘review’ of his case.

Disabled FSV~FMG was at the draft stage of his Appeal (final) to the Court of Appeal which he views as a final opportunity for MoR Vos, without further delay or stonewalling on anyone’s part under his jurisdiction to put his,  and others cases, in due transparent process, before a forum of empanelled Judges at  the Court of Appeal and to apply the relevant Law to his case bearing in mind that if dissatisfied with the result on a Point (s) of Law he is entitled to move forward on further Points of Law to the Supreme Court, and then if needs be to the European Court of Human Rights.

As a matter of courtesy responding to Master Meacher’s invitation disabled FSV~FMG thought it would be helpful to a new Judge ‘on the scene’ to provide her with a draft document (which is not subject to sub judice), as a form of initial briefing sheet, in order that she would be able to

come up to speed with the current situation before receipt of the final formal documents.

Having set aside the time to respond to this invitation, and sending on this document with a cover letter by Recorded Delivery  it is with regret, but not surprise, that disabled FSV~FMG has yet to receive the courtesy of any form of acknowledgement, or even a non-committal reply. It seems very early in her career that not only has Master Meacher failed the ‘independence test’ of the judiciary but has adopted the usual institutionalised arrogance which dictates that the Taxpayer (disabled FSV~FMG) is never entitled to common courtesies.

It is doubly disappointing because she would have been taught better by her illustrious Father…now if none of this Chowdhury letter is true then Master Meacher needs to press the MoR for an inquiry into the misuse of her judicial name and authority in what amounts to Misconduct in Public Office by these civil servants, M.Chowdhury, Mr. Cobourn, and Mrs Angus to name a few…

Prior to Easter disabled FSV~FMG sent by Recorded Delivery his final Application to the Court of Appeal copied to the Respondent, the LCFA. The Official Court document bundle (92 pages) is subject to sub judice but the covering letter is not. For that, Go Here.

To Date, following the usual uncivilised ‘tradition’, no acknowledgement had been received but as we shall see it produced a startled, if not a startling reaction, by MoR Vos.

This is the Cabinet Minister, the Politician directly responsible in this current government for the care of the disabled, the Secretary of State for the DWP Dr.T. Coffey PhD PC.

But Dr.Coffey has a difficulty with all this responsibility for us and attempts to ‘shift the goalposts’ to Home Secretary Patel as we shall see. But the problem is Coffey’s difficulty with plain English; there it is in all its glory on the front of her building 2metres high and 20metres wide “The Department for Work and Pensions”.

Coffey is a fascinating cove as we shall see later.

She is supported in her Ministerial work by two Under Secretaries of State, “The Pensions Minister” Mr. Guy. Opperman MP (the horse riding rascal in the woodpile) and the “Minister for the Disabled” Mr.(Foot in the Mouth) Justin Tomlinson MP.

Coffey was at her official appointment on the 8^th September 2019, in the usual political ‘buck passing’ briefing made fully aware of the poisoned chalice of 11,000 disabled Firefighters with underpaid pensions which the latter two underlings knew all about because, earlier, they had been personally informed by individual letter via the Bugler…

Coffey is also responsible for and clearly directs ‘The Pension Regulator’ who does nothing for mere pensioners but an awful lot for the pension ‘industry’; and  ‘The

Pension Ombudsman’ who is simply an unadorned criminal waiting for his ‘reward’ from the government and the pension ‘industry’ for ‘holding the line’.

Coffey formally ‘arrived’ just 2 days before the 10^th September 2019 when the Deputy Pension Ombudsman Karen Johnson(Contract not renewed in July ’19) delivered her negative ‘Determination’ on the FSV’s Complaint simply, as we know, chanting the ‘mantra’ reproduced for her by the ‘degree’ holding pension administering ‘expert’ clerk Wisdom in Lancashire.

So, learning from the ‘ambushers’  that the Minister might not have any further excuse for a lack of attention to this national scandal the Bugler wrote personally to the Secretary of State drawing her direct attention to this scandalous and criminal state of affairs affecting FSV~FMG’s case.

Her reply when it came was a complete surprise (tongue in cheek), she claimed that this was a matter for the Home Office as though this stunt had never been tried before.

But the Bugler’s ‘ambush’ confirmed exactly where she was coming from and that prior to her appointment, as the Bugler digital records indicate, she was fully engaged in this denial of Human Right Justice to 11,000 disabled FSV’s and their Beneficiaries for which she is personally, morally,  politically, and Publicly responsible…

The Local Authority Elections beckon shortly in May. This reminds us all of our Citizen power and duty to vote to send a message to this government, and the other Parties who endorse these pernicious practices without demur, and that the Electorate are sick and tired of sleazy corrupt politicians; it is Spring and the time for change beckons…

Over two decades ago as the Bugler recalls whilst in Service he was on duty at Divisional HQ in his office when the phone rang.

It was a uniformed member of the HQ Control Staff who announced herself; a colleague whom the Bugler knew and in keeping with many others in Control had great personal respect and admiration for because they handle the emotionally impossible, as they calmly do their job with distressed members of the public, whilst multi tasking the mobilising of the Attendance and the other Services; their stress levels are simply incalculable.

This Control Operator, unusually, sounded distressed and said she needed to talk…so the Bugler listened and towards the end of her monologue he offered his sympathetic understanding and support, what else could be done?

It appears that this lady mobilised the appliances to a rural location to a small grass fire which had spread to a  hay barn within which, as usual, there were stored hidden tall red large propane cylinders ~ each recognised by the Service to have the capacity of a 250kg explosive ~ so unbeknown to all, in the fullness of time, the gas cylinders ‘cooked off’ and exploded with one of the ruptured cylinders spinning out of the barn horizontally scything Firefighter DH through the middle causing the most unimaginable injuries during which, in the weeks, months, and two years that followed, until his compulsory discharge, he seemed unlikely to survive.

The lady from Control was required, as usual, to collate all the post incident details from the station which included the specific graphic injuries to Firefighter~DH…hence her own trauma…

In the years which followed disabled FSV~DH’s compulsory discharge, on the wrong underpaid Rule B1 Ordinary pension, he developed full blown PTSD; at one bizarre and obscene point, in aiding his recovery, clerk Warren of the LFRS, the Pension Scheme ‘manager’, who

told him he owed the LFRS £40k in overpayments, thought better of it, and then ‘made it all go away’; even for him the price was too high.

Neither disabled FSV~DH, nor his wife K and children as she recalls, received even the simplest of pastoral care from the LFRS…

Disabled FSV~DH was represented by the Bugler and now his Widow, because on the 31^st August 2020 disabled FSV~DH passed away from the latent effects of his awful injuries…just a young man full of fight and intelligent promise…lost to us all.

His Widow K and her family exists on £700 pm the product of a Widow’s~Half because K receives half of the wrong Rule B1 Ordinary pension which was already being wrongly paid to her husband disabled FSV~DH, as though he had completed his Service and left fit and well by choice…

Lately, after a challenge by the Widow, to Mrs D. Lister (Head of the contracting pension providers and Wisdom (her home spun expert), and a new neophyte Rachel ‘discovered’ their ‘error’ and proposed to pay the outstanding debt back.

But as usual ignoring an inconvenient law called the Late Payment of Commercial Debts (Interest) Act 1998 which provides the legally  correct 7% compound interest on a late commercial debt, which this is.

This is the inhuman face of the Lancashire Combined Fire Authority and its Elected Members, all 25 of them; and its agents; the Pension Regulator (of the DWP); the Pension Ombudsman (of the DWP); and the former chair of the DWP Select Committee Frank Field well rewarded and deified in the House of Lords on his £305 per day for continuing to do nothing; and now to add to this list a coterie of bent judges and their staff…what is the collective noun for such creatures… who lack common humanity and who do irreparable harm to the Judicature.
